For one, a racist is a racist and most don't judge if one is lesser racist than another because it is usually all one and the same.
There is no real way to measure if a country is more racist because of the complications of racism, but the whole of either country is not racist. However, both countries have racism and both countries have denial of that very racism. So, for the ones who have to deal with the racial discrimination, it really makes no difference as to who has the most because many just want it to stop.
