Historically, no. The Jews (more correctly "Israelites" or "Israelites from the kingdom of Judah") were of Semitic descent. They also conquered and intermingled in a land where people were of very dark skin - the Canaanites. The Canaanites were descendants of Ham, the brother of Shem and Japheth. Before the conquest of Canaan, the Israelites dwelt in Mitzrayim (commonly called Egypt). Before Mitzrayim experienced multiple invasions, they were also of very dark skin being that the father of the Mitzrayim people was, of course, Mitzrayim. Mitzrayim, like Canaan, was also the son of Ham - the father of many African and Middle Eastern peoples. Therefore the people in the regions of North Africa, Canaan, and Mesopotamia were of Hamitic as well as Semitic descent, yet both peoples had jet black skin. It is also interesting to note that Cush was also Ham's son and his son, the infamous Nimrod, was the founder of the Babylonian peoples who dwelt in lower Mesopotamia near the banks of the Tigris and Euphrates rivers. The descendants of Shem, of which the children of Israel came from, dwelt in the land between Canaan and lower Mesopotamia. This entire region is coined as the "Fertile Crescent".
To the northwest of this land, the peoples who were populating this area were Japhetic in origin. Noah's son, Japheth, is the progenitor of all the European peoples. Therefore, based on the physical makeup of this group of Europeans, the European Jews are not from the biblical Jews' bloodline being that the European Jews are from the line of Japheth. And, according to the Scriptures of the Hebrew Bible, the biblical Israelites were from the line of Shem and the Semites dwelt (and intermingled) among the Hamitic peoples of Canaan and Mesopotamia (or Babylon).
Current genetic research has shown that the majority of European Jews originated in the Middle East with minimal genetic input from Europeans. As for fair complexions and blue eyes, there are Iraqi Jews who are blonde and blue eyed. Blue and green eyes are not uncommon in many parts of the Middle East.
In Jewish tradition, it is believed that all Jews are descendants of those Israelites who crossed the Red Sea. This includes Sephardic Jews too, and has recently been substantiated by DNA analysis.
Judaism has always been a proselytising religion, so there were many European converts to the religion. This was particularly true in the nineteenth century and the early decades of the twentieth century. So, many Ashkenazic Jews have fair complexions and even blue eyes, providing evidence of mixed ancestry. However, there is no doubt that most would have at least some Semitic ancestry.

It has been debunked by DNA studies on Jewish communities from around the world. A 2013 study of Ashkenazi mitochondrial DNA found no significant evidence of Khazar contribution to the Ashkenazi Jewish DNA, as would be predicted by the Khazar hypothesis.Although there is no historical or DNA evidence to support the Khazar idea, it is still popular among anti-Semites.
In 2000, the analysis of a report by Nicholas Wade "provided genetic witness that Jewish communities have, to a remarkable extent, retained their biological identity separate from their host populations, showing relatively little intermarriage or conversion into Judaism over the centuries. The results accord with Jewish history and tradition and refute theories which would allege that Jewish communities consist mostly of converts."
We American and Russian Jews have the names and bloodlines of our families' Ashkenaz Jewish ancestors for over eleven centuries. The early Ashkenazi families were brought to the Frankish empire 1200 years ago by Charlemagne from Italy (Bari and Otrento); whereas the Khazars, only a few tens or hundreds of whom converted, were in the Crimea.
Note also that converted groups do not contain any Kohens or Levites, whereas the Ashkenazim and Sephardim all have good percentages of them.
