in Hinduism itself there is no specific note that says that boys should be circumcised i have almost 30 Hindu friends and none are circumcised. however in Asia where Hinduism is more prominent cultural many young boys are circumcised so circumcision in Hindus is more cultural than the actual law of the religion.
I had a Hindu friend from schooldays who was circumcised as an infant on the advice of a Hindu priest because the priest said that the presence of the foreskin would bring bad luck to him later in life. That was the only instance where I heard of a Hindu circumcision. Hindus generally do not circumcise.

85% of the world is uncircumcised, ie., they have their complete foreskin as they were when they were born. Hindus, Buddhists, and Jains, are forbidden to circumcise as it violates the body. Mormons, Christian Scientists, and the Amish are also forbidden to circumcise or be circumcised.
