This is, unfortunately, a common stereotype about Jews. Historically, Jews were more involved in banking in Europe and the Arab World than their non-Jewish counterparts. In Europe it was because it was illegal for Christians to perform banking. In the Arab World, Jews just happened to have better education in banking procedures and could charge interest (which is forbidden in Islam). As a result, since the Jews were engaged in banking, the accusation that they were stingy formed. This is regardless of whether Jews are actually stingy or not.

1) As a persecuted minority, Jews in medieval times had to eke out a living with difficulty, under onerous taxation; and very rarely was there cash to spare.

2) Jews have a reputation for intelligence and using their wits. There's nothing wrong with that, but onlookers often complain.

3) In the Middle Ages, there were restrictions on Jewish occupations which sometimes forced the Jews to be moneylenders (similar to the above answer).
