The Congress of the United States is part of the USA's republic checks and balances system. Congress is composed of the House of Representatives which is based on a States' population. This body therefore is a solid part of the Republic and is a true representative part of Congress.

The US Senate stipulates that each State elects two senators to the Senate. Regardless of a State's population. This was built into the Constitution to prevent a majority body such as the House from passing legislation that can damage less populous States.

In its totality, Congress is the most progressive way to have the voice of the people heard.

There are 2 chambers of the U.S. Congress: the House of Representatives and the Senate. In the House of Representatives, participation is based on population (there are 435 representatives) but in the Senate population doesn't matter there are 2 senators per state (so there are 100).

Why did the founding divide the congress into two chambers?

They wanted to make sure that people were being represented fairly and equally. That is why the membership of the US Senate is made of up two Senators from each state regardless of population/size and the US House of Representatives is made up of 435 members from different districts within a state based on the states population.

Why are members of congress relctant to pass laws that give them new benefits or higher pay?

Because the voters often believe that Congress is more than fairly compensated, and get upset when Congress pays themselves more than they need, particularly when the federal budget is already tight.

How does a typical senators constituency differ from that of a representative in the house?

Senators are elected by state, not by district. (Most representatives represent only a portion of a state, though the least populous states may have only one representative.) For the majority of representatives, then, they are representing a fairly small (in population, not necessarily size) group of people, who are most likely rather more homogeneous in their culture, economic status, and interests than the constituency of a senator.
