it's not that clear,
but the thing is there is line that cross the Korea, which that thing made Korea into the half, and make into North and South.
and that line the metal line thinggie is represent for rest, so we don't exactly know when we're going to do the war or not.

No. The two nations are technically still at war.
NO South Korea did not sign the armistice in 1953, therefore North and South Korea are still at war.

Although the goal of uniting the Korean peninsula under communist rule was unsuccessful, North Korea and its Communist allies still consider the conflict a victory because North Korea's government survived and exists to this day.

The Korean war was actually a draw. Basically the war went like this: North Korea (communist) invaded South Korea (democratic) and almost won so the US came in to help South Korea Then the US and South Korea then almost won the war so China interceeded on behalf of North Korea and drove the US and South Korea back to the 38th parellel. There the war stalled out for awhile and eventually a peace treaty was signed between the US and China, not by either Korea. Technically North and South Korea are still at war, it just isn't a shooting war.

North Korea has recently declared that it is at war with South Korea. This is not really because of anything South Korea has done, but rather it is an attempt to pressure the international community which has recently enacted economic sanctions against North Korea, in an effort to discourage North Korea from pursuing its nuclear weapons program. North Korea cannot pretend to be at war with South Korea and still conduct business as usual with them. That would not make sense, and would show that the declaration of war is meaningless. Whether North Korea will take the next step, of actually invading South Korea, remains to be seen. If they do, then they will have a real war on their hands.
