The French Republic has overseas departments in South America and the Pacific.

Yes all countries in the European Union are all in Europe. (Though this can change, as a country from another continent may join if they pledge allegiance, etc.)

No, not all European countries are part of the European Union. Only 27 out of 51 European countries are in the EU, which is less than half. However, every European country but Switzerland has expressed that they would like to join the EU in the future.
