Do you mean EXE files? All operating systems have executable files in some form or another. But Windows executables will not run on Android, no. Android is a Linux-based system distribution with Dalvik as its userspace. This means it is pretty much only going to run special Java programs and (In certain cases.) ELF-format executables.
Windows does not have Dalvik and has absolutely zero ELF support, it's executables are in PE format. Furthermore, most Windows machines are x86(_64) architecture, whereas most Android devices are ARM. Not only do the two OSes have little to do with each other, native machine code between them is worlds apart as well.
Yes, indeed i am referring to a 157 mb bootsuite.exe file, i bought online for 60 bucks or so a few hours ago, the file downloaded straight to my Android 4,3 and is kind mocking me now.... MS told me that even though the Win 8 had done its thing with my Toshiba, unless I had made a backup, i would have to get a recovery disc from Toshiba Enterprises. In the US, this would arrive overnight, but living in Norway where Toshibas never really took any marketshare, of course I aquired mine in Greece. I liked it. Had the 17 screen earlier than most so, long story.... Hoped an easy, quick fix but that exe file is just sitting there with all the Features as below

The Galaxy Tab runs Android OS. You may find apps on Android from Windows Mobile, but while Android runs the Linux Kernel, Windows Mobile is on Windows CE. These bases are way different, so no. Why would you expect Android to be compatible with such and outdated OS as Windows Mobile.
