The MAC-10 isn't legal in California, period, unless you, as a California resident, owned it prior to the passage of California's so-called Assault Weapons Ban in 1989, and had it registered by 2000. Additionally, the only legal open bolt firearms are NFA tax-stamped Class III firearms, as federal law requires all Title I semi-auto firearms to operate from a closed bolt.

In high-end guns, and I am assuming you are referring to electronic guns, dwell generally refers to an electronic adjustment, that controls how long a solenoid is energized for. In many high end, electronic guns, the solenoid is itself a type of valve, and supplies air to a ram or bolt kit to cycle the marker. In the case of a ram or rammer operated marker, the ram will actuate a hammer that hits a valve and then holds it open. So as with your mechanical marker, the dwell time will have a direct effect on how long the valve stays open - the longer air is supplied to the ram, the longer it will push forwards and hold the valve open. In a spool valve marker, the ram and bolt are combined in to a single unit, and air from the solenoid pushes the bolt forwards, which in turn releases air to fire the ball. Assuming that the bolt can free flow, and isn't firing from a fixed volume of air (depends on the design of the spool valve) then the longer the bolt is in the forward position, the more air will be released.

Machineguns can get REALLY hot when firing. An open bolt system has two benefits- First, a loaded cartridge is not sitting in a hot chamber. Since a cartridge is chambered only immediately before it is fired, it is less likely to "cook off"- or be fired by the heat of the chamber. Second, the bolt being open when the gun is not firing permits a small degree of air circulation, which helps cooling just a bit.
