The Utah Governor signed into law the "Utah State-Made Firearms Protection Act" on Feb 26th, 2010. Among other things, the legislative intent was to advise Utah courts and law enforcement that "A personal firearm, a firearm action or receiver, a firearm accessory, or ammunition that is manufactured commercially or privately in the state to be used or sold within the state is not subject to federal law or federal regulation, including registration, under the authority of congress to regulate interstate commerce. Additionally, it goes on to define a "'Firearm accessory' [as] an item that is used in conjunction with or mounted upon a firearm, firearm action, or firearm receiver but is not essential to the basic function of a firearm, including... (c) a flash or sound suppressor.
In other words, you may legally manufacturer or purchase a sound suppressor for use within the State of Utah so long as it is not transported outside of the state.
If you live in Utah and want to privately manufacturer your own silencer, various manufacturing books are available.
Consider however, that the National Firearms Act ("NFA") imposes a statutory excise tax on the manufacture and transfer of certain firearms and components and mandates the registration of those firearms. In general, certain components that make up a NFA item are considered regulated, which specifically include suppressors. Individuals not licensed with BATF cannot legally own any part of a suppressor without registering it with the BATF and paying NFA taxes.
In conclusion, if you follow federal law you must buy one legally through a Class III dealer. You may buy a silencer in most U.S. states, however you have to go through the same BATF paperwork, background check, approval process, and pay the same $200 tax that is required for a fully automatic rifle (machine gun).
