Not really. By most accounts, they were what would be considered lower-middle class when he was born (his mom was a college student at the time, and his dad soon abandoned the family); later, when he was living with his maternal grandparents, they were solidly middle-class. There is also some evidence that thanks to his grandmother getting better and better jobs, they ultimately reached the level of upper-middle class. But there is no evidence they had a lot of money or were wealthy.
His maternal grandfather (Stanley Dunham) managed a furniture store; his maternal grandmother (Madelyn Dunham) worked in a bank, moving up from a clerical position to ultimately becoming the bank's first woman vice president. Both were very frugal and saved as much as they could so that Barack, whom they raised from the age of ten, could attend private school and one day go to college.
Yes, technically, they are. It would kind of be impossible for a President to be poor, or middle-class.
