Yes, they are collectible. The US Postal service has jobbed out the printing of stamps and one of the requirements is that the glue on self-stick stamps be water soluble. That allows collectors to soak the stamps off envelopes so they can be put in albums.
The USPS still makes and sells water-activated (lick and stick) stamps in lower denominations such as 10-cents.
Doubtful, unless the stamp is poisoned in an assassination attempt against you. This contributor has licked many of them and he is still here (obviously). In the last several years I have found it unnecessary because all of the US Postage stamps I have purchased have been self-adhesive; that is peel 'em & press 'em, as opposed to lick 'em & stick 'em.

No. - Apparently, most stamp glue was made of casein, a milk product. Now almost all stamps issued in USA, UK and Canada are self-adhesive ( you don't have to lick or moisten them.)
