Accoridng to the Democracy Index, compiled by Newsmagazine "the Economist", Hungary is listed as a "Flawed Democracy" rating a 7.44 out of a possible 10; according to the Index a "full democracy" rates an 8 or higher.

Democracy is agovernmentby the people and for the people. If the elections are not free and fair than only those officials will be elected that gave more bribe to get their designation.

The electoral commission in Africa can ensure free and fair elections by remaining non partisan with the ruling class.
Japan is a constitutional monarchy. It is democratic and the people choose their government in what the rest of the world would consider to be free and fair elections. Thus Japan would be regarded as a free country.
