From what I could find it looks like there is. However you could also consider traveling to a new area that offers a better school that is directed mainly to fashion design.

I've been looking into Fashion Design too and I found this directory that lists all the fashion schools in the US. I'm looking to move away from LA but there are plenty of schools in CA too if you are looking to stay close to home. I found my art school through Art Institutes. They have a good directory of a wide variety of schools, I am sure you'd find a lot of useful information there.
It depends on what area you are in but many public high schools offer fashion.

Well I would think it would be difficult for someone to try to get into the fashion designing without any formal training. There are schools out there such as FIDM/The Fashion Institute of Design & Merchandising who specialize in careers in the fashion industry and even offer Fashion Design as a major. Many famous fashion designers started out at FIDM and really benefited from their education there and made awesome connections within the fashion industry that led to jobs! If you have talent, drive and are passionate about fashion, then it sounds like you have what it takes to be a fashion designer.
