Yes there is a Forever21 in downtown Toronto at Dundas and Yonge (close to Dundas Square). It is located right outside Eaton Center across the street from H&M. You can get there by getting off at Dundas subway station and walking up.
Also there is another Forever21 at Fairview mall, which you could get to if you take the purple line subway to Don Mills station, it is on the second floor, above the food court.
Finally there is one at Upper Canada Mall, but I am not sure that counts as Toronto.
