I ripped up the headlight wires from a little below the driver side headlamp all the way to the other lamp. I found A LOT of connections rotted out. I re-did the connections and viola, DRL's ran again. Also there is a DRL relay on the radiator just behind the hood latch. Try that first. Good luck.
If you are speaking of the relay beside the hood latch, its a crash sensor and not a DRL relay.

Check the daytime running lights module. This item was defective in some vehicles in the early 90's, and when it failed the result was lights that would not turn off or they would be very dim when the vehicle was running. You can check for recalls at the dealer.
my 05' cavalier has a bad alternator problem its charging the battery a little bit then stops and the little power my battery has is drained by the end of the night. I replaced the alternator twice and the battery but still no difference.

The problem may be the electronic module that controls your daytime running lights. If there is a plug to the module, unplug it and the hi beam lights will work. The Hi Beam light indicator may not work now though until you replace the module.
