While there are no hard or fast rules for employee/tenant dating, I would completely discourage this. One reason is the perception that it might give to the other tenants. Additionally, people can sometimes show very different sides of themselves when they breakup and someone could loose their job, or apartment because of violence, jealousy or any other indiscretion. People do this all the time in the workplace, but I frown upon it. It's too difficult to handle if someone is not mature enough to handle the relationship.

Usually yes. You'll usually get a resident permit in some places but sometimes they can be open to public. If your apartment doesn't have parking spaces near your apartment, then it won't (obviously).
