They'll almost certainly be at any outdoor range. Ultimately, it's the determination of the range owners. It may not necessarily be illegal (at least under certain conditions), but it's doubtful you'll find ranges which will allow them.
yes tracer rounds are leagal in Ohio the feds mad them legal in 2001 march 18th
No, tracer bullets are not legal to shoot in the state of New Mexico. Doing so can end up resulting in heavy fine fees and even jail time.
Tracers are bullets which leave behind a tail of light in their path, helping the shooter to enhance his/her aim and trajectory. While they are legal to buy in Oregon, there is no written law that states whether one could shoot Tracer round or not in the state. It is better to ask local State police before you go ahead and plan anything.
well no and yes. the common practice is that for a machine gun every 5th round is a tracer round which lights up but really its up to whoever is loading the belt for that weapon you could have every round a tracer or every 3 rounds or none at all. the tracer is there for the gunner who is firing sustained bursts of automatic fire can easily see where his rounds are going and correct his aim. plus they are just fun to watch and shoot
65 rounds a second and as many as 500 rounds in a burst - there is no "per minute"

Well, to my knowledge, there isn't one, but there is a machine gun that can shoot approx. 300 rounds per second; the M-134 minigun.
