I have just been researching this very thing for my own peace of mind. The only thing I could find out is this:

At minimum your street-legal motorcycle should have

-headlight, taillight, and brakelight.

-front and rear brakes

-turn signals

-horn

-two mirrors

This is directly quoted from the Michigan Motorcycle Operator Manual(pg. 12, 2007). It seems to me that just having rear turn signals, like my bike has, is enough. The manual takes the time to state the number of mirrors is required, it should likewise specify the amount of turn signals. Since it doesn't I would think just the rear would be ok. But then I heard from one person that you could still get a ticket, the cop would write it up as defective equipment, when you're equipped with just the rear turn signals. Seems like something that might have to be real-life tested. Hope this helps.
