different prisons have different rules. security levels usually set the bounds of what an inmate may have. most of the lower and mid-level security prisons do not even have individual cells, they are warehoused in pole-barn like structures, lots of bunk-beds.
the prisons with individual cells are contained in mostly older prisons, you know with bars on the front, i know for sure nothing is allowed to be affixed to the walls ala "the shawshank redemption". some prison commisary stores are quite extensive, i doubt you can buy carpet. but it wouldn't surprize me to see some cheap bath towel size rugs on the list.
