If the War in Afghanistan were (legally speaking) a war, which it is not, then no, the War in Afghanistan would not be constitutionally legal as the President never declared war. However, the Constitution only recognizes wars against sovereign entities and as the War in Afghanistan is (and the War in Iraq was) a conflict to suppress non-state actors and therefore there is no breach in the Constitution.
First of all the classification of the word "war" will have to be agreed upon. WWI, WWII, US Civil War, Spanish-American War of 1898, Korea, Vietnam, etc. were all Fought against a nation. Those nations being: Germany, Japan, Spain, North Korea, North Vietnam, etc. In "Operation Enduring Freedom" in Afghanistan...the United States of America is NOT at war with Afghanistan! Therefore, the "longest war" against what nation???

The War in Afghanistan has not resulted in the elimination of the Taliban and they have regrouped within Pakistan. The fact that the Taliban has successfully resisted their annihilation is a point to them, but it is a far cry from "winning". The Taliban was pushed out of power and they remain out of power.
