Letters Notes and Memos

As a teacher how do you write a letter to recommend a parent with a history of abuse to not be given custody of the children they have abused in the past?

The best method would be a concise, precise statement of fact

without including any personal feelings/opinions of the matter at

hand. How such a letter would be viewed by the court is

questionable, unless the teacher has substantiated proof that the

abuse occurred and can be legally defined as such. If there is

clear evidence of abuse, it would be necessary for it to be

admitted in a sworn affidavit by the teacher rather in lieu of a

personal letter.
