Check your starter. The insulating bushing could be worn or damaged causing a huge drain on battery when you try to start the engine.
It could also be a short with one of your lights or seat
If the alternator is good then the battery is bad.

The positive cable between the alternator and the battery has an open circuit or break. There also is a set of wires that plug into the alternator that turns it on when the car is running. Wiring problems here can cause a alternator not to charge on the vehicle but works fine on a test stand. Some cars the alternator light in the dash causes the alternator to kick in when the engine is started. A burned out light in the dash causes the alternator not to charge.

The 1984 Chevrolet Monte Carlo starter can be found on the right hand side of the engine. The starter will be near the back of the engine.

Remove the positive cable from your 1998 Monte Carlo battery. Remove the cables from the front of the starter. Remove the starter retaining bolts. Reverse the process to install the new starter.
I own a 1999 Chev. Monte Carlo Z34 and was having trouble starting it. So I also replaced the battery [twice]. Then the voltage light came on. It seem'z that the starter is going out. My friend took it out and kinda cleaned the starter up a bit, and the light'z have gone out. I am now able to start my car, but will SooN need a new starter. So you may want to check to see if your starter is bad. Auto Zone can check it for you free of charge, this only take'z a few minute'z to do. If not the starter than I would have your alternator checked out too. One of 2 things could be your problem: 1) Bad alternator or 2) Bad starter
Replacing the starter on a 1999 Monte Carlo is fairly easy to do. The car will need to be jacked up to reach the starter. The wires will need to be disconnected from the starter before removing it. After the wires are removed, the starter can be taken down by removing the two bolts. After the starter is removed, replace it with a new one.
