There might be a separate fuse for the lower brake lights ( just a guess )
I have replaced the entire brake system in a 1988 gmc jimmy and still have no brakes can you help/
Try changing the brake light switch located on the brake pedal shaft under the dash. There's a recall. google "multifunction switch recall jimmy" your dealer should fix it for free.

Try removing brake light bulbs and sockets one at a time to try to find out if short is located in fixture itself or in wiring going to fixture--if you can isolate problem it should be easy to fix--either by replacing defective socket/bulb or wiring to same.
Begin by removing the brake lines from your 1995 GMC Jimmy brake booster. Remove the brake booster retaining bolts. Reverse the process to install your new brake booster.
Did you bench bleed the master cylinder? Check the front flexible brake lines - they may be internally rutured and are blowing up (like a balloon) when you step on the brake
The brake lights on a 96 Jimmy are operated by the brake light switch, mounted on the brake pedal assembly. If the switch is bad the lights could stay on or off, or be sporadic.
Start with checking the bulbs.

Did you replace the fuse? have you checked the circuit board well the lights go on cause they tend to short out often
Open the back door hatch. find the two side screws. unscrew them both. pop taillight off ftom car. unplug all three bulb holders. install new bulbs. and last screw the two screws back into place on inner car holes.
