More than likely it is the stop light switch mounted on the brake pedal itself is either bad or not making proper contact.Try manually pushing the button in and if the lights do not work replace the switch!Auto zone or advance auto even napa should have this as a in stock item.I doubt it is the fuse in the fuse block most times,if you have tail lights and no brake lights it is definitely the stop light switch.It may be termed different at the auto stores just explain it is mounted at the brake pedal itself it is pretty simple to fix.

Did you replace the fuse? have you checked the circuit board well the lights go on cause they tend to short out often
look at the top of the brake pedal under dashboard you can usually adjust them so the brake lights dont stay on.
Have an electrician check the wiring that goes to the brake lights in the trunk of the car.
i got a 2006toyota highlander my tail lights dont work but,every other light works please help me
they dont make any.... the only kind you can get are the stock S4 or S5 style tail-lights
Brake lights and turn signals are on a separate circuit from the tail lights. Tail lights are on the same circuit with the dashboard lights. If the dashboard lights aren't working either, check the fuse. If they ARE working, check the headlight switch.
