The mastercylider or brake booster is bad. Most likely, it's the mastercylinder if it won't return back to it's original position. A bad brake booster would just make you have to push real hard to get the vehicle to stop.
Take your toe and pick UP on the brake pedal. The brake pedal may not be returning as it should.
You could be pressing the brake pedal too hard. Another reason why it may jerk is because the pull brake is engaged.

Check that your emergency (park) brake isn't on.Even one notch will activate the dash light. You may have to pull up on the pedal while you hold the brake release lever if it's a foot operated brake. Rusted or binding linkage in the brake drums themselves may prevent the pedal from returning to the top.If your brake cable has some rust or debris in it, it may cause the cable to bind, preventing the parking brake pedal from returning all of the way to the top.
On most cars, you have to have your foot on the brake to be able to shift out of park while the car is running. Look to see if there is a switch connected to the brake pedal/brake pedal assembly somewhere that may have become dislodged and is not making contact. Some cars have a finger-operated switch that allows the driver to bypass the brake pedal switch and allow the car to be taken out of park without the brake pedal being engaged. A car will move when the gas pedal is engaged. You can control the speed of the car by the pressure you put on the gas pedal. The brake pedal will either slow the car down or stop the car entirely.
It is above the brake pedal not under it. Follow the brake pedal bracket all the way up and you will see the brake pedal switch.

check the switch that is located on the brake pedal arm. sounds like it is out of adjustment. pull pedal up and see if switch is still engaged. not sure if this switch slides back and forth or screws in and out. back it off till lights go out with no pressure on pedal.
It would be the rubber pad that sits on your brake pedal. Unless they were referring to brake pads, which are the pads which enables your vehicle to stop by pressing the brake pedal.
