You may have clogged jet in the carb, or in the small fuel filter. Check everything from the tank down to carb, and if necessary take carb apart.

The way to drain gasoline from a Briggs and Stratton lawn mower is to take the oil cap off and drain the oil. From there, run a rubber hose into the drain and siphon the rest of the oil and gas out.
There are two bolts holding it on to the block. You may have to remove some shrouds to get to it.
check your wiring harnes to your starter. make sure it is not connected backwards
You need to have a pulling tool like a steering wheel puller or a t-type puller.
either its low or too high of pressures
If it's compatible just take one off and put the other in it's place.
With the engine off for at least 15 minutes, remove the dipstick and look to see if the oil is at the full mark.
What spec do you need? need more info and include model and type off of engine cowling
Both marks must FACE each other and cannot be off by even one tooth.
