Yes- BUT- The 18 yr old must have an Illinois Firearm Owner's ID Card (FOID). To get an FOID, you must be 21, OR have a parent that is eligible for an FOID as a sponsor. The seller must delay delivery of any handgun for 72 hrs after the purchase. See the Illinois State Police website for additional information. BTW- an 18 yr old cannot buy handgun ammo.
