This is very possible. President Obama has worked hard with Iran to ease sanctions and to have Iran take control the Shia parts of Iraq. Iran has increased its centrifuge count from a few hundred before Obama to an estimated 17,000 now.President Obama has also largely abandon the former Sunni and Israeli allies in favor of the Iranians.

If the question were asking if it whether both Barack Obama and Ali Khamenei would be capable of working together to get Iran a nuclear weapon by the end of Obama's presidency, this is certain possible. The Obama could simply hand over one of the USA's 1000+ nuclear weapons to Khamenei. However, this not likely.

Barack Obama has stated that he is opposed to Iran having a nuclear weapons capability. So while it is possible that the negotiations with the Iranians may provide sufficient time for the Iranians to develop weapons technology without crippling sanctions, it would not be Barack Obama working in cahoots with Ali Khamenei.

There is also no credible evidence that he is working to allow such a thing to occur. Since this claim is based more on politics than on facts, we can expect that certain Talk Shows and Republican presidential candidates will keep on saying that Mr. Obama is not being strong enough with Iran, and implying that he is giving their leaders permission to build nuclear weapons. Such assertions are false, but will continue to be made throughout the election season.
