No, you can't publish a book with someone else's characters unless you have their permission and their publisher's permission. That's called plagiarism.
Fan fiction skirts a thin line - most authors don't mind if you "play" with their characters and their world, so long as you're not actually publishing anything or making any money off their stuff. However, some authors actively pursue their copyrights to the letter, and sue anyone who tries to post fan fiction. Before you post anything at all, be sure the author you're about to "play" with isn't one of the latter.
The only way to legally write and publish a book is to have your own characters and your own world and your own ideas. If you really like your story, I suggest you change the characters and the universe until they're your own ideas instead of copying what the other author has done. Change everything so much that nobody can say "This is just like that other author's stuff" and then you can publish.

To include another author's character in your book, you would need to obtain proper authorization or license from the character's creator.
