No way. That is illegal. That is four years apart and it is wrong. Three years is illegal, two years is awkward, one year is alright but better yet to have one the same age as you.

That depends on how you define "go out". In most jurisdictions it is legal for 12-yr-olds to associate socially with 16-yr-olds (although it may not be a good idea). If the relationship becomes "physical" however, you are now talking about age of consent and statutory rape (or the legal equivalent - depending on the jurisdiction). In most jurisdictions a 4 year difference is enough to make it statutory rape even if the age of consent goes down to the age of 12. Only a very few nations have set the age of consent as low as 12.
