No way. That is illegal. That is four years apart and it is wrong. Three years is illegal, two years is awkward, one year is alright but better yet to have one the same age as you.

==========

Alternate answer:

That depends on how you define "go out". In most jurisdictions it is legal for 12-yr-olds to associate socially with 16-yr-olds (although it may not be a good idea). If the relationship becomes "physical" however, you are now talking about age of consent and statutory rape (or the legal equivalent - depending on the jurisdiction). In most jurisdictions a 4 year difference is enough to make it statutory rape even if the age of consent goes down to the age of 12. Only a very few nations have set the age of consent as low as 12.

AGE OF CONSENT

In Africa:

Angola, 12 - but while rarely prosecuted, sexual relations with a child between the ages of 12 and 15 are considered sexual abuse which is punishable with up to 8 years in prison.

All others are 13 and above - mostly 16 or above

In Asia:

Philippines, 12

All others are 13 and above - mostly 16 or above

In Europe:

All are 14 or above

In North America:

Mexico - federal statute sets it at 12 but it is otherwise complicated with a myriad of local statutes. Note that Estupro is a crime existing across Mexico usually defined as sexual conduct with a child who has reached the minimum age of consent but is under 18 (16 or 17 in some states) when the consent of the child is obtained by seduction and/or deceit. If the younger partner is 12, seduction and/or deceit would be pretty easy to argue.

All other nations in North America set it at 14 or above - mostly 16 or above

In South America:

In Argentina sexual acts with children younger than 13 are strictly illegal. Sexual relations with teens 13-18 are addressed by several laws. None of these laws explicitly outlaws such relations, but makes them open to prosecution under certain circumstances (such as if the relation is considered exploitative or if the minor was "corrupted").

All other countries in South America are 14 and above.

In Oceania (Australia and Pacific Islands:

All are 14 or above
