First, it is illegal to have/send sexual content on the computer. The fact that it is a teen age girl also makes it illegal. It doesn't matter if she consented or not. It is sexual abuse and charges should be pursued against this person. My guess is that it isn't his first video of young girls and he is involved in getting the video and not an innocent victim in this case.
