No. The 'inch' figure for tires is related to the diameter of the interior 'hole' in the tire while the figure for wheels is linked to the outside diameter of the wheel. Trying to fit a 31 inch tire on a 30 inch rim would result in a 1/2 inch gap all the way around between the tire and wheel.

the R stands for RIM , Example R15 Is a 15 Inch Rim The R actually means it is a tire of Radial construction. The wheel & tire diameter is 15" but the width of the rim should be 7" to 8" for this size tire.

Discoverer makes a 31x10.50x16 that's got a pretty decent tread pattern, its nothing extreme but it'll get the job done.
Both the 16 and 17 inch rim tires have the same inflation rate: 31 psi both front and rear.
31 means that the tire is 31" tall, the 10.5 means that the tire is 10.5" wide and the 15 means that it fits a 15" rim.
