what would cause a nissan maxima to run slow or almost stop when it rains or snows and the distiributor is dry?

Under normal operation one fan will run until you turn on the air conditioner then both fans run.
A thermostat is used to keep the engine set at a specific temperature. A Honda Accord can run without one in specific environments where the weather is normally hot.
Manual says it can run on 91ron but should use a minimum of 95ron. My 94 Maxima (vg30e) is around 11L for 100KM (city).
