To some extent, this question requires knowing the law of the state of adoption. Chances are, there will be problems getting the documentation and consents needed for adoption, unless one of the adopting parents is one of the biological parents.
The more interesting issue is whether the adopted child can be an American citizen merely by adoption, and the answer to that appears to be no.
