No. A double-bass is normally tuned to E A D G (same as a bass guitar, or an octave below the bottom four strings of a guitar) while a cello is tuned to C G D A, an octave below a viola, starting at a pitch two semitones below than the double-bass' D string. In fact some orchestral double-basses go even lower than E - to the lowest C on a piano - via a mechanical extension, or to low B via a fifth string. The cello was originally the bass member of the violin (or more correctly viola) family, and the double-bass (originally a member of the viol family) was so-called because it was pitched even lower. There is in fact now a "missing member" of the violin family - a "tenor violin" pitched an octave below the violin - which was in use until the mid-18th century. "Cello" is short for "violoncello", Italian for "fiddle-big-little" ("viol[a]" + "-on[e]" + "-cello") in other words a small bass fiddle, while a double-bass is called "violone" ("fiddle-big") or "contrabasso".

All the instruments in the string family like a violin are the violin, viola, cello and the double bass. The cello and the double bass are both played with the bottom of the instruments on the ground. You generally play cello between your legs and double bass stamding up.

A bass could, and you could also have another cello play the lower part. There are other cases where a violin/viola could also.
A cello can play in the range of a violin (much of it), if that's what you mean, but a violin's highest note is much higher than a cello's highest note.

The short answer is no, but the two have some important connections. First, the bass guitar is pitched a full octave below the cello. The bass guitar is in the same pitch range as what is called the double bass, bass, or upright bass. Second, the standard tuning of the bass guitar is in fourths (Do to Fa) starting at E, while the standard tuning of the cello is in fifths (Do to So) starting at C. The lowest note on the Bass Guitar with standard tuning is The lowest note on Cello is the C at around 64 Hz , also called C below C below middle C. It's just off the bottom of the bass clef. Using standard tuning of a 4 string base, the bottom note is the same as that of a double bass. It's the E at about 41 Hz. But a 5 string bass has a now B at about 30 hz. Many bass players tune the bottom note lower to provide a deeper sound. Some tune the guitar exactly like cello, but sounding an octive lower.
