you have to be thirteen to take classes or what ever But in the Bill of Rights it says we have the right to bare arms. But some people say that only goes for the militia and that's why we have to take training courses to get a license witch seems unfair to me who could even think the right to bear arms means the militia can bear arms. One day I will have that fixed... Oh sorry for getting off topic

Yes. Technically, black powder guns are not classified as firearms by the ATF, so it is not illegal. If a police officer finds a felon in possession of a black powder gun, the felon will probably be arrested, if the officer doesn't fully understand the law concerning that. (MY ANSWER) Although a black powder weapon is not classified as a firearm, go a head and let a cop find a loaded gun in your possession even a black powder one. Being a felon you will have a hard time explaining that one to the judge. Not to mention that Black Powder is a federally regulated explosive. A BP gun's no use without BP. I don't think a felon owning a pound of BP would go over very well with law enforcement

Maybe. While the FEDERAL government does not consider a muzzleloading, black powder rifle to be a firearm, Federal law does not permit a felon to possess ammunition- which includes 209 shotgun primers used by many modern muzzleloaders. #11 percussion caps are NOT considered ammunition. In addition, SOME states do not permit felons to possess ANY firearm, including muzzleloaders- State laws can be more restrictive than Federal. While the Code of Tennessee may permit it, I am going to suggest you consult an attorney in Tennessee to be certain.

Yes, felons may own any antique of homemade black powder weapons, so long as it doesn't fire cartridges and doesn't violate any existing gun laws (barrel length, etc.).
