That is a really bad idea, firstly the pulley and crankshaft are two different metals so the weld wont hold anyways ( pulleys are cast ) then there is a very slim chance that it will be perfectly centered when you are done, then theres warpage from the heat, and dont forget that once its welded it wont come off again.. I suggest if you have stripped the bolts that hold it on that you drill and retap the threads to a slightly larger size and use appropriate size and grade bolts, the next step would have to be replacing the crankshaft and remember when putting pulleys on never use a steel hammer.

To remove a crank shaft pulley you need to first jack up the car. Next, remove the bold holding the crack shaft pulley in place and remove the unit. Reverse direction to put the new crank shaft pulley on your car.

Check the crank shaft pulley
The crank shaft sensor is located on front of block above the harmonic balance wheel (bottom pulley on front of engine). This is easiest to get at from underneath the vehicle.
It is the part inside the lower portion of the engine that the center bottom pulley attaches to.
The engine crank shaft is inside the engine
