It would have to be very, very dirty to do that. What you would notice is decreased fuel mileage. You also might feel it surge like it was running out of gas while going down the freeway. What do you mean by "cut off sometimes"?
It'll impede the flow of air through the MVAC system, certainly.
There are numerous issues that can cause a lack of power during acceleration. Common causes include a clogged fuel filter, a clogged air filter, and dirty fuel injectors.

Sometimes when you run a vehicle out of fuel trash in the bottom of the fuel tank can get picked up and clog the filter try changing your fuel filter and see if it will start.

fuel pump, fuel filter, dirty injectors, it may also be a ford or dodge, buy a Chevy
Check your fuel filter. It may be too dirty to let fuel flow freely.
The air filter has no bearing whatsoever on the A/C. However the Cabin Filter may restrict the flow of air to the vents inside the vehicle. Both filters should be replaced every 30,000 miles.
A 2008 Ram truck was not built with a cabin filter.
you could have a bad alternator or faulty plugwires ,or even a dirty fuel filter check for breaks in wires.
My truck is also a 1999 3500 and the press. is about 13 - 14 psi before the filter on a stock lift pump, after the filter you lose about a pound depending on how dirty it is.
