In what way? electronically? Yes but why? You could run a power wire through a switch and back to the pump to bypass the ignition but for safety sake troubleshoot the system and repair the issue, I bet its just the relay. Any other way of bypassing would not be very useful. The fuel needs to get to the engine somehow.
