The answer to this is has become complicated recently. Generally, no, boys are not allowed to join Girl Scouts until they are at least 18 years old and join as an adult.
However, as an inclusive organization, if a child identifies as a girl and the child's family presents her as a girl, Girl Scouts of Colorado welcomes her as a Girl Scout.

The World Organization of the Scout Movement (WOSM) allows both boys and girls to be members and encourages its member Scouting Associations to open their membership to girls. Canada, Australia, and Great Britain are amongst some of the first world nations to offer Scouting to all young people.
As for Boy Scouts of America (BSA), their policies are that girls may not join Cub Scouting or Boy Scouting but may join Venturing and Sea Scouting.
