Technically yes, horses can eat tobacco. However, the leaves are extremely bitter (if you have ever tried accidentally chewing a cigarette, you know this) and horses don't generally like to eat them. It also tends to cause diarrhea, which in an adult horse is not pleasant to deal with.
Prior to the advent of effective dewormers, giving a horse a couple of cigarettes was one way owners would keep the intestinal parasites to a minimum in their herd. However, there are several effective and cheap dewormers available at any horse supply store, so there's no reason to feed your horse tobacco any more.
If you are even considering giving tobacco to a living thing then you are extreamly sick minded.

I have never heard of any animals that eat the tobacco plant.
It is not. Tobacco is not effective at doses that you can get a horse to take or even at doses that wouldn't be toxic to the horse.
The price of a horse varied depending on the location in colonial times. In colonial Virginia, a horse could be purchased for 1500 pounds of tobacco.
