Camry doesn't have a special security system for keys like Mersedes. If you lost all your key you have to replace all key cylinders (doors, trunk, ignition...). But you have at least one of the master keys left just go in one of the hardware shops and they will make a copy for (to make a copy you don't need a car vin number).
If info is still available at the dealer, proper documentation will be needed. After some years this info is discarded.
Yes the dealership in most cases uses the VIN to cut a key.

contact dealer with vin # and proof of ownership to have key made
On many cars you can go to the dealer and he can cut you a key by your giving him the VIN on your car. I assume you have lost your key and don't have one to get a copy made of. Of coure, you can always have a locksmith make you a key from another lock on your car that uses the same key as the ignition. This is what I would do if I didn't have a key to get a copy made of. I think it would be much more economical to have a key made rather than replacing all of the locks on your car.
They are made in USA. ================================= If the VIN starts with a ( 1 ) U.S.A. ( 2 ) Canada ( 3 ) Mexico
If the letter J is at the beginning of the VIN, the car was made in Japan. I believe the Echo was.
