Can an apartment landlord in Texas charge fees not in lease such as paper billing and HOA fees?

It is unseemly that a landlord can charge a tenant for other than the items listed in the lease. You can pay them and take your landlord to landlord-tenant court for reimbursement, or you can approach a landlord-tenant advocacy to find the answer that you want.

Why does a lease gives both the tenant and the landlord security?

A security deposit is a refundable deposit that a tenant pays to their landlord before they move into a property As long as a tenant abides by the terms of their lease, this deposit should be returned to a tenant when their lease has expired. There are certain situations where a landlord is allowed to keep all or part of a tenant's security deposit.

If your lease expired and you've been renting mnth to mnth without a lease and landlord is accepting your rent why and where does it say that you have to give a 30-day notice if you don't have a lease?

I don't know what state you live in but in NJ you dont have to have a written lease as long as you are paying rent and the landlord is accepting it you are sort of renewing your lease every month. Most libraries have a copy of the Landlord/Tenant Rights or you could probrably find it online.

Can the landlord terminate a lease agreement if the landlord has sold the property?

This would depend upon the terms of the lease, but generally depend on why the landlord wants to terminate the lease. If the tenant violated the terms of the lease then the landlord can terminate the lease after proper warning or after proper notice is given. Otherwise the landlord has to wait until the lease expires and can choose not to renew.
