Once you have this for six months you can get a probationary license at 16. You can drive alone but it restricts how many people are in your car and when you can drive. Once you keep this license ticket-free for nine months the restrictions go away. In order to get these license you need to take a written test and a road test, but this is different in each state. At age 18 you only need to take a written test. (there probably is some discrepancy because I'm from Wisconsin so that's the state I learned all this from)

In Texas you can only drive alone with an actual license. If you have a permit you have to have at least an adult with you (18+) if not your legal guardians only. This is regardless of age.

In Ohio at the age of 16 a person may get a probationary driver's license provided they have passed the necessary requirements. This probationary driver's license allows a 16 year-old to drive with one non-family member only unless they are accompanied by a parent or legal guardian WITH A VALID DRIVER'S LICENSE. A 16 year-old is not permitted to drive between the hours of midnight and 6am unless traveling directly to/from work, school, school sponsored event. A person with a probationary driver's license should have read and understood the above as part of the process of getting that license.
