Yes, they can. Melanin is the substance that give skin it's natural color. Depending on ethnicity, region, and family background determines the amount of melanin you will develop. Also exposure to the sun cause the body to produce more melanin to combat the solar rays beating down on the skin. Natures way of protecting what's underneath. There are two types of melanin: pheomelanin (red) and eumelanin (very dark brown).

In answer to the question more 'to the point', sun bathing or more exposure to sunlight will darken skin color. But, over exposure can be painful, even dangerous as sunlight is made up of different forms of radiation. This radiation in small doses, average exposure vs. amount of melanin, is normal. But if solar output is higher than normal, or you receive an extended dose of normal sunlight, it can burn, blister even deform cells in the body causing forms of cancer. Sun screen is always recommended. It may take longer, but your have healthier looking and healthier skin over all.

There are also fake 'spray on' tans. These are basically spray paint for the body. Often, producing an orange, obviously fake, coloration if not correctly done and can be expensive.
