Yes, I worked at a Caseys conviencence store at 19, and myself and 18 year olds could sell alcohol. Same at the many Break Times, and the other thousands of gas stations every two blocks in Sedalia MO.
Some stores have self-set regulations though, not sure on the exact laws. At some Pizza eateries, (Mazzios) the server could not serve beer on tap or in pitchers unless they were 21 (resulting in the manager often having to deliver it to the table) However at pizza hut where the beers come bottled, the waitresses can bring them. Not sure if this is a state or store regulation. (probably state, dealing with opened vs. unopened containers and minors under 21)
