No they cannot. It is prohibited by their policy to ask someone out on a date or more importantly their phone number if they are on duty. If they are off-duty but in uniform or in civilian clothing performing work as a or of a police officer then the rule still applies, ie. overtime work at the local high school game, college, etc. If they are on their free time they cannot coerce the person into giving them said information.
