A person can be elected to two full 4-year terms if they have completed a deceased president's term. They must have completed less than two years of the deceased president's term, or else it is considered a full term. This way, no person may be President of the United States for more than 10 years.

Which presidents never had a vice-president?

John Tyler, Fillmore, Andrew Johnson, and Chester Arthur were vice-presidents who moved up to president when the president died. In those days, a vacant vice-presidency was not filled until the next presidential election, so these men had no vice-president and were not re-elected as president so they never had a vice-president. ( Theodore Roosevelt, Calvin Coolidge ,Harry Truman and Lyndon Johnson also moved up to president from vice-president and so lacked a vice-president for their first term, but all were elected to a second term and had a vice-president then. )Nowaday there is a process for getting a new vice-president if the President dies.

Why did some presidents not have vice presidents?

Until 1967 when the 25th amendment was added to the Constitution, a vacancy in the office of vice-president was not filled until the next presidential election. Consequently, if the president died and the vice president became president or the vice-president died in office, there was no vice-president until the next presidential election. Those presidents, such as Tyler, Fillmore, Andrew Johnson and Arthur , who were never elected as president, therefore never had a vice-president.

Which presidents did not have a vice president?

Under the original constitution, vacancies in the VP office were not filled until the next Presidential election. Therefore, Presidents Tyler, Fillmore, Andrew Johnson and Arthur never had a vice-president because they had been the VP. Likewise, Theodore Roosevelt, Coolidge , Truman, and Lyndon Johnson lacked VP's when they first became president, but got a vice-president after they were re-elected. Madison, Jackson, Pierce, Cleveland and McKinley lacked vice-presidents until the next election after the vice-president resigned or died in office. Since 1967, the 25th amendment provides a procedure for filling VP vacancies. Consequently, Nixon and Ford, had their missing VP's replaced in fairly short order.
