Before they have the final surgery and change their genitals, yes. Then they are still full functioning men and women.

(Adding to this) before surgery a lot of transgender people take estrogen or testosterone to make then more feminine or masculine. When they take those hormones they become infertile. So if they haven't taken hormones and haven't had bottom surgery, then yes they can have kids. Hope this helped ❤

With todays technology, it doesn't matter what kind of opporation you have, only someone who was born a female will be able to have a baby. There was once a man who gave birth because he was a women before getting pregnant.
